Reserve Study Laws beg for Thought Leaders and Innovation

I recently had the opportunity to work with Junzi Tech Solutions to develop iEngie, an online platform with a companion mobile app built to improve how Capital Reserve Studies are created, delivered, and shared while supporting compliance with new laws and industry standards.

That kind of innovation is needed now more than ever. State laws have increased both demand for reserve studies and the level or certainty required. These studies are no longer loosely credentialed opinions. They are becoming publicly published, state-mandated funding obligations for unprepared and unwilling communities.

## The Problems

I have often heard property managers say, "No one has ever seen a good Reserve Study." For years, reserve studies were treated like weather reports: everyone wanted one, but no one was shocked when it was wrong.

The reason became clear while developing this platform. Reserve studies are uniquely difficult because they require credible component assessments and replacement cost estimates across a very broad range of specialties, including roofing, mechanical, electrical, plumbing, structural, civil, fire protection, and elevators. Each has its own cost logic, lifecycle behavior, and regional pricing. No single engineer or firm is deeply expert in all of them, yet a reserve study is expected to produce a 30-year capital expenditure forecast across every category.

### Problem 1: Weak resources

Public lending and housing resources, industry standards, and annual cost guides all exist, but anyone who has used them knows they are often more useful after you already know the right answer.

### Problem 2: Weak standards

Published standards such as those by APRA and CAI are provided to establish an outline or general framework to standardize "reserve study" deliverable, outlining a typical report and disclosures, without establishing metrics or addressing anomalies or helping to resolve critical nuances.  They don't even point to dependable resources. The reality is that the prevailing reserve study standards are more about standardizing proposals than they are about standardizing conclusions.  

The result is an industry built on closely held, unwritten conventions that are applied inconsistently and rarely made transparent to the communities being served.

### Problem 3: Three funding models, no clear formulas

What happens when the Fully Funded Balance is not smooth? What happens when major costs appear very early or very late in the study term? What is the right threshold? When should an assessment or loan be recommended to flatten contribution curves? Should Fully Funded Balance escalate the same way construction costs do? Should annual contributions stay level or rise gradually over time?

These are core questions, yet there is little published guidance on how to answer them consistently.

### Problem 4: Uneven qualifications

Laws such as New Jersey's NJ S2760 require a reserve study to be prepared by either a Registered Design Professional (RA or PE) or a CAI-credentialed Reserve Specialist (RS). Those are not equivalent standards.

A Reserve Specialist may qualify without a college degree if they have a few years of experience in any field serving community associations and have completed a required number of studies. The credential appears to focus more on format and disclosures than on technical accuracy.

Registered Design Professionals, by contrast, are licensed through rigorous education, testing, and board oversight, though they are often highly specialized in one discipline.

Ideally, reserve studies would be prepared either by senior professionals with broad technical and fiscal judgment or by multidisciplinary teams. That approach is more expensive and often inconsistent with market pricing. Experienced supervision helps, but it is not enough. Many errors can be spotted from a report and photos, but some of the most disruptive issues can only be caught in the field.

### Problem 5: More demand, more scrutiny

Reserve studies are no longer treated as advisory. They are increasingly tied to fiduciary obligations and mandatory funding requirements. At the same time, many communities remain underfunded. In my experience, only a small fraction have reasonable reserves.

Laws like NJ S2760 have also changed the buyer. What was once a service often purchased by communities that already respected reserve planning is now increasingly being sold to reluctant, unprepared buyers, many of whom do not even have a reserve fund or regular contributions. Sticker shock is inevitable.

### Problem 6: Higher risk without greater certainty

Mandatory minimum funding requires greater certainty because it also creates the least tolerance for error. Communities often want to reduce an unaffordable baseline contribution, while the professional is left defending the need for a threshold without clear published guidance to support the discussion.

## The Solution

That gap between a good reserve study and a bad one is exactly what made iEngie worth building. The goal was to improve reserve studies by automating what can be automated and making the rest easier to guide, compare, and collaborate on.

Building iENGIE's funding model required answering questions that practitioners have historically answered differently, or never fully surfaced at all. Automation forced those assumptions into the open. That is the real institutional knowledge in iENGIE's Funding Models tab: not just the math, but the decisions behind the math.

### 1. The mobile app

iEngie includes a companion mobile app designed to keep reserve studies grounded in field work, where they are most accurate. It makes data collection faster and more intuitive and helps avoid the missing photo, missed detail, or unasked question that often weakens a study.

Board members, property managers, and contractors can also use the app to suggest updates, add photos, track project history, and report changed conditions over time.

The app draws on accumulated data and published standards to help populate line items, service lives, and replacement costs more accurately and efficiently. It is permissioned for different user types, including reserve study professionals, board members, property managers, and contractors.

### 2. The platform

The iEngie platform updates instantly based on app inputs and changes to component or funding variables.

It allows reserve professionals to publish branded, sealed deliverables quickly after revisions. It includes a Sandbox where board members, property managers, and contractors can suggest changes without affecting the official report. It also offers a DIY path for communities or managers who want to complete a study themselves and then have it reviewed and sealed by a professional engineer.

Contractors and vendors can contribute historical knowledge and updated information at no cost. A community page can publish the latest study to residents, supporting requirements such as those under NJ law.

The funding models are calculated automatically using criteria designed to address a range of real-world conditions, with emphasis on the first 15 years. The platform also determines when early-term assessments or loans may be needed based on the relationship between baseline funding, fully funded balance, and projected expenditures.

The platform can improve over time as more data is added and compared, and it can be branded by the property manager or reserve professional.

## Why it matters

iEngie addresses several important needs:

1. It makes reserve studies faster and easier to produce while improving accuracy.

2. It helps users evaluate components and expenditures more quickly.

3. It supports collaboration while protecting the official report.

4. It turns the study into a living plan that can be updated over time.

5. It makes the rationale behind funding recommendations more transparent and defensible.

6. It lets users strip funding plans down to present-value terms for easier review.

7. It makes expenditure calendars easier to sort and analyze.

8. It gives users a visual component view that can be more intuitive than spreadsheets.

9. It gives invited stakeholders a place to suggest changes and see their impact before submission.

The result is a platform where the reserve professional, the do-it-yourself user, and the community can adjust key assumptions, including interest rate, inflation, annual contribution increases, and threshold floor, and see the downstream effects instantly. The study is no longer a static document delivered after a site visit. It becomes a live model that can be tested, explained, and presented with confidence.

## Experience that can be tested, compared, and improved

For decades, reserve study practice has relied on loosely held and closely guarded institutional knowledge. Firms often disagreed not because of bad faith, but because published standards left real questions unresolved.

The experience gained from managing actual projects and defending these calculations to skeptical boards is now embedded in the platform in a way that is transparent, documented, and open to evaluation. That is something traditional reserve studies have rarely offered.  But there is much more...

iENGIE will improve further as usage grows. When the same conventions are applied across hundreds of communities, the results can be compared. Component errors will decrease as regional cost data grows, and as funding models are tested against actual expenditure histories, the most reliable conventions should become clearer.
